The uncomfortable fact first
A Finnish authority will not resolve a dispute with an international gambling operator. The Consumer Disputes Board and the Finnish Competition and Consumer Authority do not take these cases, because gambling in mainland Finland is reserved for Veikkaus and no Finnish licence is issued to private online casinos. Jurisdiction belongs to whichever authority issued the operator's licence — and that authority is in another country.
Under the current plan a licensing system is due to open in 2027 and supervision moves from the National Police Board to a new licensing and supervision agency. Until then the route is the one described below, and its first step is really taken before the first deposit: find out who issued the licence.
Step 1 — support
Everything starts with the operator's own support desk. Chat answers quickly but only settles simple things; anything requiring investigation moves to email, and there the content of the message decides the handling time far more than its tone does. Put one issue in one message and include everything the handler would otherwise have to ask for separately.

Step 2 — a written complaint
If the first answer does not settle it, submit a written complaint and use the word «complaint» in the subject line. Reference the earlier thread by its identifier, restate the facts in the same order, and say unambiguously what you are asking for: the payout processed, the entry corrected, or the decision explained. Give a reasonable response window, normally a few working days, and keep every message.
Step 3 — the licensing authority
If the operator does not resolve it, the next address is the authority that issued the licence and the dispute body it recognises. Licence details appear in the footer of the operator's own site: the issuer's name and the permit number. That number should be looked up in the issuer's public register, which also shows whether the permit is active and which domains it covers. Without those details an escalation goes nowhere, which is exactly why they are worth noting down when the account is opened.
What to prevent in advance
The most common cause of a stalled payout is not a disagreement at all but incomplete verification. An identity document, proof of address and proof of the payment instrument are normally cleared in one to two working days, and submitting them only after a payout request adds that time to the wait. The second most common cause is a name mismatch: the account name has to match the name on the payment instrument. The third is wagering still in progress, which locks the balance until the requirement is met.
