Campaign terms are contract text, not marketing copy. They decide when a bonus is valid, when it lapses, and what a player can do when interpretations differ. This page sets out the structure of those terms and the legal frame in which they are read from Finland — a frame that matters here as much as the wording itself.

Who qualifies

An adult player with a single account in their own name; parallel accounts void the campaign.
Account details matching an identity document, since a first withdrawal triggers KYC verification.
A country of residence outside the restricted list in the terms.
A payment instrument in the player’s own name; third-party methods are rejected.
No open campaign, where the terms prohibit stacking.

Standing rules that repeat across campaigns

The multiplier and its base — bonus alone, or bonus plus deposit.
Maximum stake while a requirement runs; exceeding it voids the offer entirely.
Game weighting: which titles contribute and at what share.
The deadline in days and the moment from which it counts.
A cap on withdrawals from bonus-derived winnings, where one is set.
The operator’s right to amend or end a campaign, which appears in practically every set of terms.

The clauses most often skipped

Three lines cause most of the surprises. The first is the base of the calculation: the same multiplier doubles the requirement when the deposit is included. Worked example: a 100 € bonus at 35× means 3 500 €, but under a bonus-plus-deposit formula it becomes 200 € × 35 = 7 000 €. The second is the maximum stake, which also applies to bonus balance produced by free spins. The third is the definition of bonus abuse: low-risk staking patterns, such as covering opposing outcomes, are usually prohibited by name and the stated consequence is forfeiture of winnings.

Where terms are actually published

Campaign terms live on the operator’s own promotions page and in the confirmation view at the moment of claiming. They are not published elsewhere, because Finnish legislation restricts the marketing of gambling offered without a Finnish permit. The consequence is plain: a percentage or multiplier quoted on a third-party site is a reference at best and outdated at worst. Only the version shown in the cashier binds anyone — which is the reason to capture it as a screenshot before confirming.

Disputes: who hears them, and in what order

Gambling on mainland Finland is the exclusive right of Veikkaus Oy, with PAF holding the equivalent position on Åland. Private operators hold no Finnish licence because that licence category does not yet exist. A licensing system is due to start in 2027, and under the plan supervision moves from Poliisihallitus to the new Lupa- ja valvontavirasto. From that, the current order of escalation follows:

A written complaint to operator support; chat is available around the clock in English, and the case is worth restating by email.
Documentation of the reply and the case number, stored together with the screenshot of the campaign terms.
A complaint to the regulator of the licensing country; licence details are printed in the operator page footer and should be checked in the issuer’s public register.
An external mediator, if the licence names one.

No Finnish authority extends this ladder: Kuluttajariitalautakunta and KKV do not settle gambling disputes. A fuller description sits on the complaints page.

Terms, tax and personal limits

Terms say nothing about taxation, yet for a player the question is answered by the same check as the licence. Winnings from an operator established inside the EEA are tax-free for a player in Finland; winnings from outside the EEA count as taxable income. Current guidance and thresholds should be checked on the Verohallinto website. The country of registration is visible in the operator page footer, and reading it belongs before the first deposit rather than at the first withdrawal.

Whatever the terms say, the player keeps a separate set of controls: deposit limit, loss limit, session reminder, time-out and permanent closure. Veikkaus self-exclusion does not extend to international platforms.
